Tell me how can I find a job for a young specialist? my brother got a marketing diploma. But he has no work experience yet. And companies without experience do not even want to communicate. It's like walking in a circle.

It is difficult for young professionals to find a job. You're right.  All companies want to see staff with experience and staff who can make decisions in crisis situations, etc. But experience is developed over the years.  Young professionals can give companies a new round in business development.
