Multi-Source charger

I'm trying to find a device for a very specific job one which needs a continual 12v supply, which I intend to come from a car battery. The device I need for the charger has to be able to take a supply from a wind turbine, solar or another environmental source and also mains. In normal operation, the battery will be kept charged by the turbine however if the battery drops below a critical level then the mains supply cuts in to charge that battery boosting any environment input. Is there such a device?

If designs exist but no product I can get one made.
If I can make a battery monitor for a Raspberry Pi or similar, then use a Smart Switch or Solid state relay to switch on and off a standard Car Battery supply.
I'm not qualified or insured to design make 230-volt circuits, so off the shelf would be preferable.
