RHI Reclaim issues during COVID

Hi, I'm new to the forum.

I'd like to know if anyone has experience with RHI 12 month time limits.  I had lots of problems getting permission from Western Power Distribution to get my air source heat pump installed then wasn't fully made aware of the time limits, documents needed to claim the RHI by my architect and installer. 

I tried to arrange and EPC but during lock down I was not able to get anyone out to do the EPC due to social distancing.

I have written to Offgem but they have said the 12 months is statutory and that is it, no allowance for lockdown.

Does anyone have a similar experience or know who i could take this up with?
