DIY - home installation

Hello all, simple question but may be not so simple answer: Can I install couple of 250w solar panels on the roof of my garage and run my fridge or other consuming equipment  through the solar energy, and If the solar energy is not enough to switch automatically to mains power? Or even better, use as much  as
power is available and the rest to be taken from mains. For example: 1000W total power required 500w from solar and 500w from mains work together as a team  :) How difficult will be for newbie to carry most of the work, and also do we need to inform or ask for permission from council or any other institution. Apologies if questions are silly  :)

P.S just found something very interesting: http://www.reuk.co.uk/wordpress/electric-circuit/switch-from-inverter-to-mains-automatically/
