Relevant Building for EPC

I want to put solar panels for car charging on unheated shed.
The meter supplied also services other unheated farm buildings.
My reading of the OFGEM rules show I need an EPC assessor to declare the buildings exempt from EPC as they have no air conditioning/heating/fans.
They constitute farm buildings, and not offices/dwellings/workshops.
All EPC assessors so far contacted insist I need a full EPC costing 450, but my installation is single phase and limited to 3.6kW, so that price is too much.
They have 4 walls and a roof, but naturally ventilated old sheds, some with livestock in, others general farm store and grain shed.
Not Relevant according to OFGEM rules.
How can I prove this?
