Changes to VAT on solar panels and selling surplus solar power back to the grid

On 24 June 2019 the UK Treasury put forward legislation to raise VAT for home solar-battery systems from 5% to 20% with effect from October 2019. Homeowners who install new rooftop solar panels from 1 January 2020 will be able to sell their surplus energy to their supplier. So it looks like I should buy my solar equipment before October 2019, store it in the garage for a few months and install it after 1 January 2020. Does that sound about right?
