Guangdong supports the reform & innovation market trading pilot of photovoltaic power generation

Recently, Guangdong Development and Reform Commission conveyed a document issued by National Energy Administration about improving the management of PV power generation and implementing configuration items in a competitive way. Compare with other cities, Guangdong's document adds another item which supports the reform and innovation market trading pilot of PV power generation.

The document conveys 4 key points including encouraging the implementation of common PV power generation project competition and PV power investment and development companies in a timely way to submit project information and other requirements.

The document contents are listed as follows:
1. To support the reform and innovation market trading pilot of photovoltaic power generation. Guangdong is the power system reform pilot province. According to the relevant requirements, the departments and organizations should submitted innovation pilot schemes to our commission, and we will submit to the state for special photovoltaic poverty alleviation construction scale.
2. To encourage the implementation of photovoltaic poverty alleviation project. According to the relevant requirements, the departments and organizations should submitted photovoltaic poverty alleviation project implementation plan to our commission, and we will submit to the state for special photovoltaic poverty alleviation construction scale.
3. To encourage the implementation of common PV power generation projects in a competitive way. The cities which require more PV power generation can implement common PV power generation projects in a competitive way so as to select better project owners, control building scales and promote the development of local PV power generation.
4. Each PV investment development enterprise should supervise the project company to send project information to the management platform of National Energy Administration strictly according to national requirements.

Guangdong electric power trading center to be set up
Guangdong electric power market reform has forged ahead thanks to the government's efforts. In 2013, a trading pilot between electricity users and power generation companies is set up in Guangdong. Since 2013, the amount of Guangdong's electric power market trading power has reached 73.7 billion kilowatts with the turnover of 1.307 billion RMB, which effectively boosts the development of real economy and meets the requirements of China's supply reforms.
Since Guangdong electric power market was put into practice, a number of power generation companies and power users have actively involved in the electricity market transactions. Electricity trading center plays an important role in market resource allocation by establishing market competition mechanism. At present, a total of 390 large power users, 38 power generation companies and 13 power sale companies have involved in the electricity market, which indicates a power sale market of effective mechanism, fair standards and active trading market.

China's Countryside to Embrace an Explosion of Distributed PV Generation

On May 25th, Zhang Gaoli, a member of Central Politburo Standing Committee of the Communist Party and Vice Premier of the State Council attends and speaks at the TV conference concerning a new wave of upgrading and transformation of rural power grid.

Zhang Gaoli comments that the Central Committee of the Chinese Communist Party (CPC) and the State Council have laid much emphasis on the upgrading and transformation of rural power grid. Premier Li Keqiang has made special deployment and instructions to effectively strengthen the leadership of the Party and coordinate the work of different departments. He has also ensured the scientific planning of the project and adequate investments. It is his main concern that the construction will be managed efficiently in order to make sure the project will be completed on time and with high quality.   

Zhang Gaoli emphasizes that in an effort to foster the development of this project, we will need to stick to the guidance of our Party, draft a detailed plan and implement it scrupulously, and speed up the construction of other necessary facilities. This year and next year, we also need to accelerate the progress of those projects that are high on our agenda and see that by the end of 2017 we can complete the upgrading and transformation of power grids in small towns (central villages). What's more, the government will strongly support involved enterprises, the main component of this project, make sure that the funds are available and the investment plan is strictly executed, and extend financing channels. The introduction of social capital to this project will be discussed as a key topic. We will try our best to ensure the project can advance smoothly. 
       
For a very long time, restrained by many issues such as an outdated power grid, rural district has always suffered from not being able to get their distributed PV systems on grid. That is why the PV market in countryside was not able to boom and it has also impeded the implementation of the policy of poverty alleviation through PV industry.

Therefore, earlier this year, National Energy Administration issued a document which pointed out that we needed to keep up our efforts to carry out the upgrading and transformation plan. Before this year's Spring Festival, Premier Li Keqiang specially emphasized at a conference that we needed to speed up the upgrading and transformation of power grids in the western and poverty-stricken districts, enhance their ability to connect their distributed PV system to the power grid and an estimated 700 billion RMB will be put into this project. Later, State Grid also expressed that they would strengthen the construction of power grids, coordinate the power network, and improve the power grids accommodation capacity for distributed and clean energy. 

Please Follow Closely the Development of Distributed PV Generation Projects in the Rural District

A suitable power grid is essential to the development of distributed PV generation in the countryside. There are two reasons why we need to upgrade the power grid. Firstly, it can lay the foundation for the policy of poverty alleviation through PV industry. Secondly, it can eliminate obstacles to rural grid connection. Given the fact that this year so many related departments and leaders have revealed their concerns for the upgrading and transformation of power grids, the day when an overall upgrading of rural power girds is achieved will soon arrive. After that, the implementation of the policy of poverty alleviation in many places will enter the next stage. Since the obstacles are eliminated, there will be an explosion of distributed PV generation in the rural district. There is no need to say that it will be a great opportunity for the PV industry. I sincerely suggest you following closely the latest development of distributed PV generation projects in the rural district.

There is no denying that at present solar energy is the safest, most reliable and cleanest natural energy in the world. Photovotaic agriculture, a new agriculture industry, can convert solar energy photovoltaic into electricity and apply to agricultural activities, such as planting, breeding, irrigation and plant diseases. Generally speaking, photovoltaic agriculture plays a significant role in wide applications of modern agriculture and has high ecological and economic benefits.

Several characteristics of current photovoltaic agriculture:
*Emerging technology industry (modern agriculture and photovoltaic power generation)
*Multiple benefits (Power generation, agriculture, ecological improvement and multi functions).
*Save land( stereo use of land with lower cost).
*Transboundary application and capital operation ( an integration of various industrial    and commercial entrepreneurs and Internet technology, new energy, modern agriculture and other fields).

Although the theory of photovoltaic agriculture is based on the production mechanism of field crops, it already possesses the features of comprehensiveness, multi-subjects and cross fields. Consequently it needs more extensive research, practice and promotion. Due to high density of China's city buildings, it's difficult for photovoltaic power generation to play a role. However, vast vegetable bases, breeding bases and wasteland surfaces break this situation.

Industrial and commercial capital of the enclosure movement will inevitably lead to a large number of landless peasants. Only by involving in the modern agriculture industry and becoming industrial workers, can we in turn promote the urbanization construction and consume surplus labor force, which will benefit the development of economy and domestic demands. Therefore, the modernization of China's agricultural industry is imperative.
As the basis of China's agriculture, it' difficult for basic farmland resources to have profound changes in laws and policies in the short term. Inefficient land of agricultural projects is also hard to win the favor of industrial and commercial capital because of poor investment returns. Complementary agricultural system will be the best combination of China's industrialization and modernization of agriculture in the future --- photovoltaic agriculture exactly complies with the market demands. China's special situation determines photovoltaic agriculture's practical significance. As a policy guidance, photovoltaic agriculture will not only greatly promote the development of urbanization and agriculture, but also serve as an essential experimental plot to accelerate solving China's "three rural" issues.
