Legislation and Planning Permission for Insulation

Where there is no aesthetic change to a property, planning permission is seldom required for the installation of insulation. However, if the property in which insulation is to be installed is a listed building or located in a conservation area, it is advisable to consult your local planning authority. In the case of loft, solid wall and floor insulation, the insulation must meet the minimum energy efficiency requirements as detailed in the Approved Documents. These are available here: http://www.planningportal.gov.uk/buildingregulations/approveddocuments/ As well having to meet building regulations, the installation of cavity wall insulation is defined as ‘notifiable building work’, which means that it may be necessary to submit a building notice to a local authority advising that cavity wall insulation is to be installed. CIGA-registered installers should help you with this. Other building restrictions may apply. It is also advisable to consult your local planning office before undertaking any kind of substantial energy efficiency improvements.
